    The Constitution was now in the process of ratification.  To make this accomplishment, 9 of the 13 states needed to accept the document.  Acceptance by the states was quickly over shadowed by Massachusetts

    Fierce negotiations inspired by Massachusetts created 10 amendments to the Constitution called the Bill of Rights.  Still this was not enough to convince enough states to ratify the Constitution  

    Many a bitter argument, testing the skills of debate, led to the ratification of the Constitution.  The city of New York was established as the seat of government, and selection of each state's representatives took place.  These Representatives elected the first President, George Washington and Vice President, John Adams.   They were sworn in on April 30, 1789 

    The new Republic was now in perpetual motion
